I am doing DD estimations, and I would like to have all my counties in the data sets having the same number of years. So if Sonoma county has the years 2005, 2006,2007 I would need to add a row, having Sonoma county with two additional years 2008 and 2009 with all other variables watt-capacity income consumption (other than year and county) having missing values.
