Hello and sorry if this question is obvious or incorrect,

I have quarterly data from 2007q1 to 2010q4 for 7 variables for 16 countries, which I now have as a single piece of data after using the append command.
However, I cannot set the data as time series data correctly, since I do not know to specify in stata that the periods in question repeat every 16 observations (that being after 2010q4, the data applies to a different country and in 2007q1), as is shown below.
What commands do I have to use to turn the 224 total observations I have into observations on the same 7 variables but for multiple countries over just 16 quarterly periods of time? Or is there a better way I should set out my data so that is is more easily interpreted? I have searched everywhere but cannot find anything that seems to help me, and I cannot advance with my work until this issue is resolved, so any advice or help would be immensely appreciated.
