I'm interested in analyzing a state level policy when I have school level data (with state information). Specifically, I would like to look at how an increase in state financial aid in one state, Iowa, affected enrollment in 2 year colleges. I have panel data with information on state and federal financial aid across schools in different states. I would like to compare how enrollment in 2 year colleges in Iowa increased, compared to other type of schools, and enrollment in other states. I am currently using the command reghdfe in my regression, but this offers no way of comparing the outcome in 2 year colleges in Iowa in a certain year to other types of education and other states. Do I need to restructure my data to address this question? Ie. create a variable for average enrollment in 2 year colleges in Iowa that spans the entire panel? Also, I'm more interested in the theory behind how to approach this problem, but please let me know if you need any more information.
