How to transform the Datastream Format to Panel Data? Could you help me please?

I hope I could transform my data to the format below. There should be four columns and for different Tickers.

But the DataStream gave me the data like below.

I have attached the two files(one with my target format, one with the DataStream format) for your convenience. For the target format, I only list two stocks but actually it should has more. Just use it as an example.
