repeated time values within panel stata

Hi, I am fairly new to Stata, I've been trying to analyse my data for my research proposal. However, I've been receiving the error command "repeated time values". I have checked for duplicates and there's none, I set tsset and also tried xtset both says strongly balanced but I'm still receiving the error. Can someone assist me please. Array
