Problem with merge poly in US counties

Dear All,

I need to merge US counties in larger units. I manually checked that all the counties I want to merge are adjacent, but, if I try the merge poly command, I get the following error:

failed to connect all line segments in 9 by-group(s)

Could anyone tell me what I'm doing wrong? I'm attaching my code
