Creating an Index for cognition Using Principle Component Analysis

I am trying to create an index for cognition using PCA on 3 test score the code I have used is:

PCA memory numeracy fluency
rotate
predict Cognition

I want to use the first component from the PCA to construct the index. I am unsure if the "rotate" command is needed and if the code is correct?
